Quelle per ciascuna delle sostanze coinvolte, o quelle nella categoria di pericolo nella parte 1? Inoltre, quando una sostanza della parte 2 è stata aggiunta alle sostanze della parte 1 come dovrebbe essere eseguita la somma?

Esempio: Uno stabilimento detiene:
(1) x kg di cloro, che è classificato sia come tossico acuto 2 per inalazione e pericoloso per l’ambiente acquatico 1 ed è elencato nella parte 2 dell’allegato I, sostanze pericolose specificate, con una soglia più bassa di 10 tonnellate; e
(2) y kg di sostanze non specificate con tossicità acuta 2, e
(3) z kg di sostanze non specificate “Sezione E1”.
Quale formula dovrebbe essere utilizzata per la soglia di livello inferiore:
(1) x/10000 + y/50000 > 1 or x/10000 + z/200000 > 1
(2) (x + y)/50000 > 1 or (x+z/200000) > 1

Risposta: Le soglie da utilizzare sono quelle per la sostanza specifica, non per la categoria; e per categorie in sezione H e Sezione E occorre verificare separatamente se la somma delle frazioni è uguale o maggiore di 1, in altre parole, la formula (1). Un calcolo simile potrebbe naturalmente essere effettuato per le categorie della sezione P. (Fonte MinAmb)

Question: When applying the summation rule, which thresholds should be taken for the Part 2 substances? Those for each of the substances involved, or that for the hazard category in Part 1? Also, when a Part 2 substance is being added to Part 1 substances, how should the summation be carried out?

Example: An establishment holds:

• x kg. of chlorine, which is classified both Acute Toxic 2 inhalation
  and Aquatic Acute 1 and is an Annex I Part 2 named substance, with a lower threshold of 10 tonnes; and
• y kg. of unnamed Acute Toxic 2 substances; and
• z kg. of unnamed “Section E1” substances.

Which formula should be used for the lower-tier threshold:

• x/10000 + y/50000 > 1 or x/10000 + z/200000 > 1
• (x + y)/50000 > 1 or (x+z/200000) > 1

Answer: The thresholds to be used are those for the substance concerned, not for the category; and for categories in Section H and Section E it must be checked separately if the sum of fractions is equal or bigger than 1, in other words, formula (1). A similar calculation may of course have to be carried out for categories in Section P.
